The environmental sector monitoring report at the central level is published

EC Ma Ndryshe has published the Monitoring Report of the environment sector at the central level (Ministry of Environment, Spatial Planning and Infrastructure-MMPHI and Ministry of Agriculture, Forestry and Rural Development-MBPZhR, for the year 2021).

The findings of this report in certain chapters have identified the current deficiencies in the environment sector, which require more attention from the responsible authorities.

The methodology followed by EC Ma Ndryshe for the compilation of this report takes into consideration 16 legal acts and by-laws that address various aspects of environmental protection.

The conclusions based on this monitoring are:

The vast majority of the competent bodies at the central level have accepted that the number of engaged civil servants to perform the duties defined by law is not sufficient. Some of them have also emphasized the need for more complete cooperation with the local level in the field of protection and preservation of natural values.

Regarding the environmental legal framework, the position was expressed that it is consolidated, but that there is also a need for additions and changes in order to harmonize with the EU legislation.

The data collected in the framework of the research related to the planning documents, programs, projects and measures for environmental protection are symbolic, and in itself is an indicator of the need to improve the work of the responsible bodies in this aspect. A similar situation is with regard to inspection supervision and environmental reporting, where the responsibility for the reports is mainly addressed to AMMK.

Although the budget for environmental capital projects has increased, and the number of donor projects has also increased, the need and demand for investment in the environment remains high, and the issue of the environment in Kosovo is still treated with low priority.

Even the environmental data management systems require further improvement because they are not complete, and at the same time adequate staff is needed.

Cooperation and coordination between ministries and other public institutions in the drafting of legal and sub-legal acts, as well as environmental strategies by the responsible bodies, has been evaluated as satisfactory, while public participation in the drafting of environmental documents has been evaluated as average.

Similar to the other chapters, the responsible institutions should increase care for more efficient reporting in terms of licensing and issuance of environmental permits.

At the end of the report, some recommendations have been addressed with the aim of improvements and additions to the planning and environmental management processes, towards achieving more sustainable results in the environment sector and the protection of natural resources.
