The project for the "Urban Regeneration of the banks of the Lumbardh River" in the Historic Center of Prizren, started by the previous municipal government, has been accompanied by violations of legal provisions, which has been ascertained by MKRS. Despite the request of this ministry to suspend all actions until the implementation of the recommendations of the RKTK and the approval of the project, the former municipal executive has continued to carry out the works, even though they were previously prohibited by the Cultural Heritage Inspectorate. Regarding this project, the MKRS through an official letter has notified EC that it has obliged the DUPH to suspend all actions until the implementation of the recommendations of the CRTK and the approval of the project.

 "In accordance with the provisions of Law No. 04/L-066 for the Historical Center of Prizren, respectively the consultation procedure of Law No. 02/L-88 for Cultural Heritage and after consultation with the Kosovo Council for Cultural Heritage (KKTK), MKRS supports the recommendation of the KKTK and obliges - requires the Municipality of Prizren, namely the Directorate for Urbanism and Spatial Planning (DUPH) to apply all preliminary requests and project review procedures. It is confirmed that in the procedure the provisions of Law No. 04/L-066 for the Historical Center of Prizren has been violated, starting the implementation of the project based on a decision which refers to the decision of the Prizren Regional Council of the Prizren Council, not having a decision and in advance the Prizren Regional Council of the Prizren Council, disregarding the recommendations of the Prizren Council of the Council of Ministers given on 28.06.2021.

Prizren, respectively the Directorate for Urbanism and Spatial Planning (DUPH) with the actions taken in the procedure, did not respect the points of the Memorandum of Cooperation signed on 01.04.2021, respectively point 3 (paragraph 3.1.4 and 3.1.7). Therefore, the Directorate for Urbanism and Spatial Planning (DUPH) Prizren is obliged to suspend all actions until the implementation of the recommendations of the Prizren Regional Planning and Development Committee, and the approval of the project."

EC Ma Ndryshe reminds once again that according to the legislation in force for any intervention in the infrastructure of the Historical Center of Prizren, the consent of the TRTK is required, and also that the start of work on this project by the former municipal Executive, during the campaign, without the proper consent of the cultural heritage body is also an unethical action of the institutional officials.

Taking into consideration the pledge of the new mayor of the Municipality of Prizren, Shaqir Totaj, that from now on the governance of Prizren means the rule of law, EC Ma Ndryshe calls on him at the beginning of his governance to completely review the project for "Regeneration Urban of the banks of the Lumbardh River" initiated by the former municipal Executive in order to coordinate with other institutions responsible for cultural heritage to take measures to respect legality in the Historical Center of Prizren.

EC also reiterates the call for state bodies to undertake actions that ensure that in the future such projects are carried out in accordance with legal provisions, with full transparency, with public competition and with the participation of citizens.
