Parking lots inside the Historic Center of Prizren

The increasing circulation of vehicles inside the Historical Center of Prizren (HQP) is negatively affecting this protected area, because in addition to the degradation, the alleys and spaces inside it are being loaded. Day by day, the number of cars is increasing, and with this, the demand for parking lots is also increasing. In the past years, for the accommodation of this request, the buildings of the vernacular heritage have suffered mainly, damaging the efforts to preserve the values of the cultural heritage in the Historical Center of Prizren, which enjoys legal protection.

According to Article 12 of Law 04/L-066 of the Historical Center of Prizren, non-motorized means of transport should be promoted in this area: "Vehicle movement; The competent municipal body for traffic regulation draws up the plan and the special regime of automobile transport for the Historic Center of Prizren in order to ensure easy and continuous movement, promoting non-motorized means of transport.

Looking at the current state of motor vehicle circulation, the need to draw up a Mobility Plan, which would regulate the access of all road categories within QHP, has clearly increased. This is in order to reduce the number of vehicles inside the QHP and free up the occupied spaces for free movement of pedestrians.

The largest number are private parking lots, which were created by demolishing the traditional houses of the city of Prizren. They are mainly within private plots, but which are affecting the increase in the number of vehicles within the QHP.

The occupied parking lots, which are much larger compared to previous years, are mainly those on the sidewalks and on the street. They directly affect the obstruction of the free movement of citizens and the usurpation of public property.

3 public parking lots have also been identified which serve citizens who can perform services within the QHP, but which are not recommended to be parked in for more than 1 hour.

The increase in the number of vehicles inside QHP is affecting the degradation of the center and the load on many roads and spaces within it. Day by day the number of cars is increasing and at the same time the demand for parking lots is also increasing.

The area inside the square of Shadërvan is a circulation area with a special permit, which can be provided only to residents, businesses and public workers who work inside the square. In the current situation, in Shadërvan, the largest traffic of cars is without a special permit, which is also burdening the square more. Likewise, if we refer to the Conservation Plan of QHP, the category of roads and the mode of circulation are clearly indicated, where it is specifically indicated that the circulation of motor vehicles is completely prohibited in the Shadërvani Square. Referring to the Conservation Plan can be the basis against which the Mobility Plan can be drawn up. The main purpose of this plan is the management of the center in terms of motoring, in which the road layers, the way of movement of cars and movement restrictions are categorized.

A city with fewer cars would have an impact on creating a cleaner and better quality environment, would free up blocked spaces, would be more accessible and inclusive for all citizens and would offer the most beautiful views of the city. Therefore, it is recommended that the Mobility Plan be drawn up as soon as possible and its implementation begin in order to reduce the degradation of the Historic Center of Prizren.
