Non-respect of gender equality in the Executive remains a challenge for most municipalities
Gender equality in municipal governments has so far not been properly realized. In this aspect, the representation of women in the local Executive remains below the threshold of 50%, even though Article 6.8 of Law No. 05/L-020 on Gender Equality specifically regulates this right.
The findings of the research carried out by EC Ma Ndryshe highlight that the municipalities are dominated by men in the positions of heads of local departments, where out of a total of 320 directors appointed in 30 municipalities, 70% are men and 30% women . This data does not change much compared to 2021, where out of a total of 327 appointed directors, 74.31% of them were men and 25.69% were women.
From a total of 30 municipalities, only two of them have fulfilled the criterion for equal representation (50/50), namely the Municipality of Drenas and the Municipality of Hani i Elezit.
In all other municipalities, the same as last year, we have disrespect for gender equality and the representation quota at the local level. In the cases where we seem to have a greater number of men in leadership, we can mention the municipalities of Klina and Fushё Kosovë, which both have 10 directors, 90% of them are led by men and only 10% of them led by women. The same happens with the municipalities of Rahovec, Malisheva and Podujeva, which have 11 directors each, where 82% have male leaders and only 18% have female leaders. The same phenomenon is repeated with the municipalities of Dragash, Istog, Ferizaj, Shtime, Lipjan, South Mitrovica, Deҫan, Gjakova, Kaçanik, Skënderaj, Shtërpcë, Viti, Mamusha, Graҫanica, Vushtrri and Suhareka, in which the number of women's representation in executive behaves in small percentages.
Prishtina, Prizren and Peja as the three municipalities with the largest number of directorates, same as last year, have not respected equal gender representation; Prishtina has 15 directorates, 60% of which are led by men and 40% by women; in Prizren, out of 13 directorates, 62% of them are headed by men and only 38% by women; and Peja, out of 14 directors, a total of 71% of them are under the leadership of men and only 29% of women.
While municipalities such as North Mitrovica, Leposaviҫ, Partesh, Kllokoti, Zveҫan, Novoberda, Ranilluga and Zubin Potoku did not have data on this information on their web pages.
EC Ma Ndryshe calls on municipalities and other state institutions to respect the law on Gender Equality and to promote the concept of equality and non-discrimination. EC also encourages initiatives for awareness campaigns and activities and recommends ensuring the full and equal participation of women and men in all aspects of political, economic-social, cultural, educational life and other areas defined by the legislation in force.
