The Directorate for Culture, Youth and Sports continues to issue subsidies in a non-transparent manner
The Municipality of Prizren has published the final list of beneficiaries of subsidies from the DKRS call, in the category of culture, youth and sports. In the final decisions of the DKRS for subsidizing NGOs and individuals, only the titles of the projects and the beneficiaries appear.
EC Ma Ndryshe also in previous years has reacted to the lack of transparency during the publication of the final lists of beneficiaries and has asked the DKRS to include the following information in addition to the title of the project and the name of the beneficiary:
- Evaluation criteria, based on which the beneficiaries were selected;
- The list of committee members;
-The financial amount applied to the project by the organization/association;
- Financial amount supported by DKRS;
- Brief description of the project and expected results;
EC considers that by publishing this information and documents, the municipal directorates would show transparency and accountability, setting an example for good governance practices.
It should be noted that in the last pre-election campaign, two of the most prominent promises of the current president were radical transparency and accountability to the citizens, which must now be implemented in practice.
Meanwhile, the same practice of the issuing of subsidies contradicts the basic principles of transparent governance and also does not comply with efforts to promote good governance standards.
Therefore, EC once again calls on the Municipality of Prizren to reconsider these actions and to commit to the implementation of the best governance practices, since disregarding these requirements creates room for suspicions of mismanagement and misuse of public money.
